Verified client base: IOM (Faruk co-evaluated "Možemo Bolje", May–Aug 2026, OECD-DAC mixed-methods, under the IOM/UNDP/OSCE/Council of Europe Quartet — contacts
haris@cedes.ba,
mirza@cedes.ba); CRS/USAID (PRO-Future mid-term evaluation). Also works with governments at all levels, banks, and international organisations.
1. Accessible now, no login
ejn.gov.ba — BiH's own centralized domestic portal, every level (state/entity/cantonal/municipal). The single most important source on this list.
ejn.gov.ba
RCC — best single free international source found, live dated calls, no login.
rcc.int
IOM procurement — loads clean with a plain browser; earlier "gated" read was a bot-detection false positive.
iom.int/procurement
DRC tenders — Danish Refugee Council, active BiH program, no country filter, manual scan.
drc.ngo/en/tenders
EU Delegation / EEAS BiH — individual delegation notices, no aggregate page.
eeas.europa.euEU grant CfPs usually need a non-profit lead — CEDES more likely fits as named subcontractor/expert.
TED — EU-wide tenders, confirmed live, no login wall.
ted.europa.eu
SECO (Swiss) — publishes anything over CHF 230,000; SECO not SDC is the actual funder-with-a-portal.
simap.ch
nabavke.com — regional aggregator (Srb/Kos/Cg/FBiH/RS/Cro/Mak/Slo), free listing view only, document itself needs a paid account.
nabavke.com
akta.ba — BiH business portal, aggregates ejn.gov.ba plus self-published tenders/grants.
akta.ba/tenderi
2. Needs a login
Devex.com — set up and tested working. Filtered to BiH: 4,229 results, live and relevant.
devex.comOpen question: is this account on Devex Pro? Free tier shows listing only, full detail may be gated.
DevelopmentAid.org — set up and tested working (2026-09-28), logged in as Mirza. Paid membership with an assigned account manager (s.mihailov@developmentaid.org), not just a free tier. Full tender detail pages work: deadlines, contacts, funding agencies, eligibility, and all attachments download cleanly. Also carries a large partner/expert database (thousands of orgs and experts, filterable by country) — worth checking for the Croatia/Montenegro legal-expert gap on the CircularLakes bid.
developmentaid.org
dgMarket — credential mix-up (turned out to be Devex's), still needs its own real signup. Free tier is sample-only.
www2.dgmarket.com
Montenegro — ESJN, registration required to track/bid.
cejn.gov.me
UNDP Quantum — Haris's own supplier-portal login. Credential confirmed-correct 2026-09-29 (the 09-28 attempt had been testing a mislabeled password).
Login not yet retried: a 09-30 keepalive check found the session expired, bounced to Oracle sign-in — fresh login needs the correct password plus a live email-OTP relay from Haris's inbox, not scheduled yet. Not a general search channel either way: gates negotiation/ToR documents on specific UNDP tenders you've already been invited to (this is what was blocking the MEG3 South ToR before that lead was dropped).
supplier.quantum.partneragencies.org
UNGM — already registered, not a signup gap. Haris's existing supplier account (#617461, Basic level, 8 agencies incl. UNDP/UNICEF, since 2019 — notably not IOM). Login confirmed working live 2026-09-29. 2FA emails Haris's inbox every time; a repeat-login trusted-device skip hasn't been tested yet.

3. Register CEDES so they contact us
Highest-leverage item on this whole list — register once, get invited/notified directly instead of only watching boards. Needs Haris/Mirza company details, not something to self-serve.
World Bank Vendor Management Portal — free, self-service, replaced the old eConsultant2.
vmp-ext.worldbank.org
EBRD ECEPP — free self-registration ("Participant Registration"), emailed when invited to bid.
ecepp.ebrd.com
GIZ Vergabemarktplatz — same URL as the tender table, but registering (not just browsing) unlocks restricted procedures — invite-only, never publicly posted. Free "Basis Edition."
